Professor Howell argues that resolving the gridlock requires meaningful reform—but not to Congress. Instead, he suggests a course of action that would consolidate and advance historical trends to a more powerful chief executive.</p><p><em>This event is being held in conjunction with the University of Chicago Harper Lecture series.
